Who is Richard Armstrong ? Richard J. Armstrong represented PRMI as its outside legal counsel for a decade before joining the organization in-house in 2018 as Vice President and Associate General Counsel. This month we are pleased to have Michael D Brinkman, the Regional Continuity Manager for Region 8 of FEMA speak to us about essential records and natural disasters. He will be joined by Tina Morrell, the Records Manager for our Region. Come for a short informational session followed by a question/answer discussion! Who is Michael Brinkman ? Michael is the Regional Continuity Manager for FEMA Region 8 (CO, MT, ND, SD, UT, & WY), providing continuity policy and program guidance to all Federal, State, territorial, tribal, and local government jurisdictions to assist the governments of the region to continue their mission essential functions under all conditions. He joined FEMA in 2007.

What is the Federal Emergency Management Agency (FEMA)? FEMA was officially created in 1979 through an executive order by President Jimmy Carter and is a part of the Department of Homeland Security. FEMA was created to serve the US before, during, and after disasters whether they are natural or manmade. The agency is comprised of multiple Program and Regional Offices throughout the US.

Welcome back to ARMA! This month we’re very excited to have Laura Oscarson the Draper City Recorder!! She’s going to be discussing issues in municipal records! Bring your questions and your warmest welcome! We hope to see you all there!

Who is Laura Oscarson? Laura has worked for Draper City for 5 years and became the City Recorder in January of 2019. Before working for Draper, she served for several years on the Board of Directors at Mountainville Academy.  She is currently serving as the Past President of the Greater Salt Lake Clerks and Recorders Association and as the Communications Director of the Utah Municipal Clerks Association. When not working, Laura loves to work on projects around the house, travel, and spend time with her family (husband, 6 kids, 4 grandkids). Join us for our Museum Service Project! We will be assisting Annie Bommer of the Layton Heritage Museum with cleaning up their collection. Annie’s predecessor intermixed archival materials with research collections and she needs our help with sorting it and doing a basic index of the collection. This will help them further their goal of getting this information online so it can be available to researchers. Their are so excited we are coming to help them! We hope to see everyone there!

What is the Heritage Museum? The Heritage Museum’s mission statement is “The Heritage Museum of Layton strives to facilitate educational experiences based on the history, people, and culture of Northern Davis County.” The museum first got its start in 1972 when a group of citizens met to discuss the possibility of a historical museum in Layton. By 1976 ground was broken and construction began on the two acres of land given to the museum by the city of Layton. The Museum opened to the public on October 10, 1981 and the Museum and its artifacts were given as a gift to Layton City from the Pioneer Museum of Layton. In 1983, the nonprofit was renamed to the Heritage Museum of Layton. For more information please click here to go to their website.

Who is Annie Bommer? Annie is the director of the museum and has been there since August 2020. She says” I rely heavily on my volunteers to both help me with projects and keep me sane. Projects that I have worked on since I began are adding new exhibits and continually swapping out items to keep the museum interesting, adding children’s activities, creating educational programming, and creating family events.” Visit her LinkedIn for more information.
